I have tried and worked on this for a long time and believe the following points
would get instant web traffic for your celebrity site:

1. First sign up with Digg and Stumbleupon and bookmark your site.
You can always get huge traffic from them.
But remember to have a nice user profile and many friends.

2. Send emails to as any people as you can.
The best way to do this is to join groups (Yahoo groups, Google groups) and post messages in the related groups.
